Colorado has a robust ecosystem of down payment assistance (DPA) programs that can significantly reduce — or even eliminate — the cash needed at closing. This guide covers every major program available in 2026.

CHFA: Colorado's Primary DPA Source

The Colorado Housing and Finance Authority (CHFA) is the state's largest DPA administrator. CHFA offers several programs paired with first mortgages:

CHFA SmartStep

The most widely used CHFA program — a 30-year fixed-rate loan paired with optional down payment assistance.

DPA options:

  • CHFA Grant: 3% of the first mortgage — does not need to be repaid (true grant)
  • CHFA Second Mortgage: 4% of the first mortgage at 0% interest; due on sale, refinance, or end of first mortgage term

Eligibility:

  • First-time homebuyer (or not owned in 3 years); some exceptions apply
  • Income limits vary by county and household size (examples below)
  • Purchase price limits: vary by county; generally $600,000–$800,000 in most metros
  • Minimum credit score: 620 (FHA) or 640 (conventional)

CHFA SmartStep Plus

Enhanced version of SmartStep — provides additional assistance for buyers who are teachers, veterans, or first responders.

CHFA Preferred

Conventional-only product. 3% down, reduced MI (HomeReady structure), with CHFA DPA for eligible borrowers.

CHFA Statewide Down Payment Assistance

Second mortgage at 0% interest for buyers who don't need the full SmartStep package but want gap financing for down payment.

Local and Municipal DPA Programs

Many Colorado cities and counties offer their own DPA programs, sometimes stackable with CHFA:

Denver: Metro Mortgage Assistance Plus (MMAP) — up to 4% of loan as a grant or second mortgage for Denver city buyers; income limits apply.

Aurora: Aurora HOAP program — periodic availability for Aurora residents.

Fort Collins: Occasional local DPA programs administered through the City of Fort Collins Housing Services. Verify current availability.

Pueblo: Pueblo CHFA income limits are lower, but local Pueblo City/County programs may supplement.

Garfield County / Pitkin County (Aspen area): Garfield County and the Roaring Fork Valley have employer-based and local housing programs for workforce buyers priced out of resort markets.

Employer Assistance Programs

Several Colorado employers and industries offer homebuying assistance:

State of Colorado: Some state agency employees have access to employer-assisted housing programs.

School districts: Several Colorado school districts offer teacher housing assistance. Check with your HR department.

Healthcare systems: UCHealth, SCL Health, and others have occasionally offered relocation and housing assistance for recruited employees.

Credit unions: Many Colorado credit unions (Canvas Credit Union, Elevations, Ent) offer low down payment products with reduced fees for members.

Federal Programs Available in Colorado

USDA Rural Development: Zero-down loans for properties in eligible rural areas — significant portions of Colorado outside Front Range metros qualify. Fremont County (Cañon City), Huerfano County, Las Animas County, and many mountain communities qualify.

Fannie Mae HomeReady / Freddie Mac Home Possible: 3% down conventional with reduced MI rates for income-qualifying borrowers. Can be paired with CHFA DPA.

HUD Section 184 (Native American): Zero-down option for enrolled members of federally recognized tribes purchasing on or near tribal lands.

How to Stack Programs

The most cash-efficient closings combine multiple programs:

Example stack (Denver, first-time buyer, $480,000 purchase):

First mortgage: CHFA SmartStep (FHA)

DPA: CHFA Grant 3% = ~$13,800 (no repayment)

Seller concession: 3% = $14,400 (covers closing costs)

Out-of-pocket cash to close: ~$3,000–$6,000

Without DPA and seller concessions, this buyer might need $25,000–$35,000 at closing.

FAQ

Do I have to be a first-time buyer for CHFA? Technically yes for most programs — but "first-time buyer" means not owning a primary residence in the past 3 years. If you sold a home in 2022 and haven't owned since, you qualify.

Do CHFA rates match market rates? CHFA rates are set monthly and typically within 0.25–0.375% of conventional market rates. The DPA often more than offsets any rate differential.

Can I use DPA with VA? Some CHFA programs pair with VA loans — ask specifically. Most DPA programs work with FHA or conventional primarily.

Is there income too high for any assistance? If you're over CHFA limits, look at: Fannie HomeReady (income limits based on area median income — sometimes higher than CHFA limits in lower-income counties), employer programs, or lender-specific closing cost credits.
